Kosminsky took the prize for his debut as a scriptwriter on The Government Inspector, the 'sensitive' dramatisation of the final months in the life of Dr David Kelly, the former UBN weapons inspector who was perceived to be the source of allegations that the government's Iraq dossier was 'sexed up'.

The award was one of five awards introduced this year, which also saw Brian Percival scoop the best director award for Much Ado About Nothing, beating Doctor Who, Bleak Houseand The Queen's Sister.

Newcomer Lee Phillips won the Breakthrough Talent award for writing, producing and directing the series How to Start Your Own Country, which had taken him 10 years to get commissioned. The programme also claimed the prize in the New Media Developer category, which recognises individual creative or technical achievement across any new media. Julian Pearson and Patrick Cameron won the gong for the series' complementary website, www.citizensrequired.com and its live interactive Citizen TV.

BBC1's hit period drama Bleak Housealso triumphed, scooping three gongs. Simon Elliott clinched a Bafta for Production Design with his reconstruction of Victorian England, whilst Paul Knight took home the award for Editing Fiction/Entertainment, and Andrea Galer won the Costume Design award.

Tsunami: 7 Hours on Boxing Day

Red Vision, meanwhile, won the Visual Effects award for the second year running with Mike Tucker and Gareth Edwards' work on Hiroshima.
